Mster ball duh other than that umm get them weak put them 2 sleep freze etc. Then use ultra balls 2 catch them I found out that after thorwing 5 ultra bals or os the 5th or 6 one has a better chance of catching a Pokemon (at least it does on my game

After finnishing everything, (pokemon league, get the gems for Celio and get the national dex) it will apear in the wild (you need luck). Then put a Wobufett or Diglet/Dugrio at your party that is level 54-58. Then the dog can not escape because of their Shadow Tag (or Arena Trap). Make sure you have items that will heal your Wobufett or Dugrio. Weaken it a little then keep throwing balls. I caught my Suicune with a pokeball like that. *Make sure you have tons of balls.
