You must beat the elite 4 and obtain the national pokedex by catching more than 60 Pokemon and talking to proffesor Oak..then use a lot of max repels and only search in Kanto!

You have to beat the four leauge then try to find one but you need to know your not going to find one that fast.

Beat the Elite Four. After that, catch Sixty Pok�mon and talk to Professor Oak. You'll get the National Pok�Dex. Now buy all of those repels we talked about before and use them! You can then find the dog.
