First you must get the gold teeth...it's in the Safari Zone..at the very end of the safari zone..after getting it go back to the warden house and give the teeth to him then he will give you HM Strenght

To get strength, you have to explore the safari zone to find an item called gold teeth. After you have the gold teeth, go to the safari zone warden. He will then take the gold teeth, and give you strength for your kind services.

In Fuschia City, go to the Safari Zone. When you find the Warden's Golden Teeth, enter the house over there too to snag the Surf HM. Then leave, go to the Warden's house, give him the teeth and you'll get the Strength HM. You can then move the Boulder in his house and get the Rare Candy.
