I asume you don't have a cheat device so i'm going to give you move sets that are easy to get..
Level them up to 65+
Dragonite:Flamethrower,Fly,Thunder Bolt and Ice beam/Outrage
Venasuar: Razor Leaf,Sunny Day,Solar Beam and Frenzy Plant
Lapras: Ice Beam,Surf,Body Slam, And a move of your choice
Magmar:Brick Break,Flametrower, and two moves of your choice
Golbat: Ditch him for a Psyhcic type Pokemon like Kadabra/Slowbro
Kadabra: Psychic,Shadowball,Light Screen, Mirror coat
Slowbro: Surf,Ice Beam,Psychic and Shadowball
Magneton: I would prefer Jolteon for this one with
Agility,Thunder,Thunder bolt and Rain Dance
Use the VS Seeker to re-battle the trainers...Island 1 is a good place to train..the karate kids in there are quite strong..
Obtain the National Pokedex First...catch 60+ Pokemon and defeat the elite 4..then prof oak will give you it.

1) It would be preferred if you went to the Team Rating Forum for team suggestions. But right now, I can tell that you NEED to level your team up.
2) For now, Victory Road, or use the Vs. Seeker.
3) It can only evolve after you have the National Dex.

The Pokemon are too low a level and Pokemon sould not know the same type of move twice, unless you don't care like I do but the move should work for you, just like they did me.
A place to level up would be victory Rd.
Your golbat has not evolved yet because it must not like you enough, mine didnt evolve until level 49. I don't no where you vcan find someone like that.

1. Yes, but level them up to lvl. 60 or 65.
2. I went to one island. There is a lot of trainers.
3. It is a friendship evolution. He will evolve when he likes you enough. Check if he likes you at your Rival's house, next to yours.

Keep training your Dragonair until it's a Dragonite, and keep training because the Elite 4 has about level 50 Pokemon.
