It's in the same area as the Secret House. If you found the Secret House, find it again like you would without Surf, and it will be just south of the way you entered that area.

It's located at the very ed of the safari zone...very end...it's near to the house where the Warden's grandchil waits for you and he will give you the HM Surf aswell
