You can't. I don't even know if you can do it with a game shark or AR.

After obtaining the HM01, Cut, make yourself lose a battle. You will be teleported out to the last Pokemon Center you uesed. You will now have HM01 AND S.S. Anne will still be there. Go back after you have Surf, and you can go see the truck. I think it is still there...
