Can my evee evolve even I'm not using element stones like water stone, fire stone, and thunder stone?

Yes but you have to trade it in R/S/E for it ti evolved to espeon or umbreon
Train it at night and you get umbreon
Train it at day and you get espeon

Yes,but you will have to trade it to Ruby,Sapphire,or Emerald,then trade back.

Yeah if you level up after beating the elite 4 in day it should evolve into espeon...........not 100% sure though you might need national dex first..................
