On Pokemon LeafGreen I was wondering if your Pokemon would learn techniques..

Some Pok�mon learn attacks in their basic form that they cannot when evolved, as Numel learns Flamethrower at level 41 and Camerupt cannot through experience. As well, some evolved Pok�mon learn certain moves only when evolved, as Camerupt can learn Rock Slide, Eruption, and Fissure whereas Numel cannot. In the case of Charizard, it does learn moves later than Charmander or Charmeleon yet Charizard is the only one to learn Wing Attack.

Some it will. But most it wont. The ones he deos learn will not be as strong.

It depends on the Pokemon in question. Most do learn moves faster if you don't let them evlove. However they might miss out on moves that they can only learn if it evloves. Also not letting them evolve means that they won't have the stats that an evolved Pokemon gets which are always stronger. But if you stop them from learning a move because they had to evolve then go to the move manic on two island. You need to give him a big mushroom or two tiny mushrooms which you can find from a wild paras or parasect. If you want to find out more then get a guide book. They will tell you every move the pokemon can learn and so on.

2.About Charmander Yes,it will learn the move's faster but it wont be as strong as it would be it you evolve it into a charizard at level 36.

It's a known fact that Pokemon learn techniques faster if they don't evolve. So the answer to your first question is yes. And the answer to your second question would be no. For example, Charizard learns Wing Attack at Level 36, which would otherwise be impossible for either Charmander or Charmeleon. So each Pokemon has a different moveset.
