You should have gotten a bike from going to the leader of the Vermilion Fan Club, listening to his stories, getting the voucher from him, and turning it in to the Bike Shop in Cerulean City. As for the seventh Gym, the required Secret key is in the Pok�mon Mansion basement.

Go in the fan club where the 3rd gym leader lives and the a guy gives you a card for a free bike,and then go back to the bike store where misty lives the 2ed gym leader and give the guy the card and then you have a bike.
To get in the gym you need the key from the madsion.
