You have to beat the elite four and slove the problem on the 8 islands (or however many islands there are) then go back to ceruleune city and go past the nugget bridge and then surf on that water to the left of you, go down to where you see a cave when you are surfing and the cave will be open.

First of all you can't get Mew unless you use a cheating device. To get Mewtwo you have to beat the elite four and get the ruby and sapphire from the islands,then go back to the city where the second gym leader lives "misty" and go up the trail where all the trainer's are all lined up, then surf down the water and you will find the cave.

You need to give Celio the Ruby and Sapphire gems, and you only catch Mewtwo.
