To get to nine island you must use a cheat device, then solve the puzzle there in order to obtain Deoxys.

There is no ninth island in the game. But theres a place called Birth Island which holds Deoxys. But you need the special ticket to get to the island.

You can't,you will have to use a action replay or a gameshark.
