After you have done everything you did on island 1-3,go and talk to Celio and he should give you the rainbow pass.

To get the rainbow pass, you need to beat the guys on Island 3.

After you have beaten the elite four and have the natinal dex celio on island one gives you the raindow pass after you have retrived the ruby from inside mt.ember so you can get the sapphire
