Latias is a Dragon and Psychic type Pokemon so a good moveset would be the following
Dragon Claw
Mist Ball or Psychic(Whatever is prefered)
Thunder
Rain Dance
Not the best moveset but Dragon Claw and the Psychic moves will get STAB(Same Type Attack Bonus)
