You need help and I can give it to you:
The best place to train:seven island near the chansey girl and the chansey dance guy,the chansey gives heaps!

Level up:use the lucky egg you CAN GET FROM WILD CHANSEY IF ITS really needed cause the odds(10/100)arent good and it consumes lots of time! But it's worth it(gives almost double the exp!) the lucky egg and trade skill wont help you unless you trade to another version with or without the lucky egg and get almost 3 times the normal amount of exp, train to lv.69 there then trade back!

Why would you even want them? They aren't that great. Just train them in the Elite 4 or before it, or in the Cerulean cave if you've gotten that far.
