1. Yes. It depends on how it goes. My friend caught it in 2. Me? I have horrible luck so it took me 36.
2. With a special ticket to get to one of the secret islands or cheats.
3. Those are just wacked up eggs. They don't do much.

I don't know the answer to your thired questionbut I do know the answer to your first two questions.
1.Yes Mewtwo can be caught by a Ultra Ball also it takes around 20 Ultra Balls
2.You can't get Mew in Pokemon Leaf Green only if you use a cheating device or trade from another Pokemon game.
