Question for Pokemon LeafGreen

I wanted to go to the Elite 4 and there is a woman blocking it saying, "I am so sorry, but you've wasted your time coming here. LORELEI of the Elite 4 is absent, you see. As a result, the POKEMON LEAGUE is closed for the time being."
I've already beat Team Rocket on Islands 4 and 5 and I can trade with Ruby/Sapphire. Someone please tell me what to do.

Try defeating or capturing Mewtwo in Cerulean Cave, or try unlocking the Unowns by pushing the boulders in Tanoby Key.

Have you used any AR cheats? Because once, when I had used some cheats, I had got the ruby and sapphire but it still said Lorelei was absent. The cheats messed up my game and I had to start again. It might be the same with you.

Check her house. Or go to 4 island and go into the ice cave to the right where you also get waterfall she should be in there protecting some Pokemon from team rocket

You have got to go to 4 Island and defeat the bikers.

P.S. Sorry I couldn't help you more by telling you where the bikers are, it's just I done that a while ago and can't remember hope I helped.

For my last answer to this question I said they were bikers but I don't know if they are bikers I just said that because you do have to face bikers.
