Question for Pokemon LeafGreen

I have some more questions to go along with my other ones:
1) Where can I get the hm strength?
2) I got 65 Pokemon and I went to oak and showed him them and I didn't recieve a national Pokedex. Do you no ywhy? Please answer asap, I'd appreciate it. ROCK ON!

Find the wardens teeth in the park in fushia city.
You have to beat the Pokemon leage first then go to island 1 talk to the Cielo guy in the Pokemon center .

I have no idea of what the white circle thing is. There is a way to get surf without defeting erika but you will have to to use it. You can get a friend to give you a Pokemon that knows surf. You get strength in the safari zone when you get to the house at the end and I think you need 70 Pokemon to get the national pokedex

Hey you have to get the goldteeth out of the safari zone and give them to the warden.
You have to beat the Elite four first while you have 65 Pokemon.

1) In a house in fushia( don't know how two spell it) city
2) You have to beat the elite four then you show Oak your pokedex
