To access the power plant you need to get to rock tunnel. Then you head north form the rock tunnel pkmn centre. Until you hit a body of water(now is a time to check wether you have 30+ ultra balls) then you surf and follow the water south and then west until you see a rather large building. And there you are.
Do you know that little Pokemon Center you see right before you enter Rcok Tunnel? After you have defeated Koga, and gotten Surf from the Safari Zone, go there. Go North of the Center, and you will see a patch of Grass. Go North of tha and you will see a creek. Surf in it and you will see a building. That building is the Power Plant.
Go to Route 10 and use Surf to navigate the narrow strip of water running along the side of the path. At the end is the Power Plant. (See, that didn't need a walkthrough.)
Easy,
Here is a very short walkthough how to get to the power plant:
Firstly go to ceruluan city (not sure of spelling), then go east and cut the tree, then if you keep going east there should be some water, use surf and then you will be in the water, follow the water intill your on the land near this building, you should be in the power plant.
Hope this has helped,
P.S: Post any more problems you have, i.e you can't still do it, I'll be here to help.
Thanks
First, fly to the Pokemon Center that is right next to Mt. Moon. Next, continue North until you reach a body of water. Surf south and you will reach a body of water. Battle the trainer there and the you are free to go into the power plant. Bring plenty of balls because there are some pretty good Pokemon in there and the one and only Zapdos. If you don't have Surf or Fly you con't get there.
Sorry, I have a correction to make it is not Mt. Moon it is Rock Tunnel.
