Volt Tackle is a very rare move. The only Pokemon that can know this move is Pichu, Pikachu, and Raichu.
As far as I know, the only way to get one of these Pokemon in Pokemon LeafGreen that knows Volt Tackle is by Trade.
If I remember correctly, you can only Breed a Pichu with Volt Tackle in Pokemon Emerald (For Generation 3 Games anyways).
You might be able to use a Cheat/Code to get one also.

Volt Tackle is a move only taught to Pichu, as Pichu levels up, Volt Tackle can be passed on to Pikachu and Raichu. To get a Pichu with Volt Tackle, send a male and female Pikachu to the Pokemon Breeder, but it is very important to have the female Pikachu to hold a light ball, it is very important to do so.
