Mount Ember is located on 1 Island North of Kindle Road. The Islands you are thinking of are the Sevii Islands. There are truly 9 of them, but without cheating there are actually seven. 9 Island which is also called Birth Island is obtainable with an Aurora Ticket, which you can only get through Mystery Event.

1) Mt Ember is located east of island one
2) In order to get this island you must go to a special event and get the ticket.(you also get Lugia and Ho-oh

Mt. Ember is found on the northern part of Kindle Road, which is in the eastern part of One Island. You can't get to Rainbow Islands normally. You need an AR.

1)Mt. Ember is on Kindle Road which is Eastern One Island.
