Kick the Rockets out of Icefall Cave and go to the Ruin Valley on Island 6. Use Cut to open the door.

I think you meant DOTTED HOLE
You have to help Lorelei in Icefall Cave (you'll need waterfall, also found there) beat the Rockets. After that Dotted hole would be accessible by using cut in the door.

dot cave is at the south of 6 island and once you get there use cut on the door, once inside go through the hole then you'l land on a floor with 4 holes go to the top hole. then to the left, then the right hole, then to the bottom hole and youl find your self in the room with the saphire you need. It'l be stolen and sold to team rocket but youl also have the second password for the warehouse on island 5 or 6 so you can steal it back!!
