I believe it's true I have heard it but I've only found one Mew and no celebi but I'm still trying, but beat it 12 times.
Go to cerulean cave where you find Mew and then once you got him then go to victory road and catch celebi.

If you ever hear anything that talks of recieving a really rare Pokemon (like Mew or Celebi) and it has to do with talking to somebody a certain amount of times or beating this person this amount of times or having this amount of this item, then you know it's a fake...
In other words, that rumor is bogus.
