Question for Pokemon LeafGreen

So here's my team:

1. Lv.23 Pidgeotto w/Gust, Sand-Attack, Tackle, and Quick Attack
2. Lv.21 Butterfree w/ Confusion, Supersonic, Tackle, and Poisonpowder
3. Lv.21 Charmeleon w/ Ember, Scratch, Smokescreen, and Metal Claw
4. Lv.22 Pikachu w/ Thundershock, Double Team, Quick Attack, and Slam

My TMs: TM03: Water Pulse, TM05: Roar, TM09: Bullet Seed, TM28: Dig, TM31: Brick Break, TM39: Rock Tomb, TM44: Rest, TM45: Attract, and TM46: Theif.
I am trying to get a good team to beat Lt. Surge, but none of my Pokemon are ground type, and I can't go back to Mt. Moon without flying to Pewter (which I obviously cannot do), so what should I do? Please help me! :'(

If you teach Charmelon TM Dig and Level-It-Up a few Levels, you should be able to defeat Lt.Surge. Having a few Super Potions may also help.

I would have to say catch a diglett and raise it to level 25 orr 26 to get dugtrio but Lt.Surge's Raichu has Body slam
