2. I think it will evolve at level 15
3. You get rare candies at a few places but I don't know exactly where, but there's about 1-10 rare candies in the game

Groudon: 10 (why did you take out slash)
Salamence:9 (I woulsd only rate it a nine if it's going to be at level 100, take out ember for flamethrower)
Pupitar:10 (only if you train it till it evolves into tyranitar, lvl 100)
Pikachu:3(why the **** would you keep a pikachu!
Take it out for zapdos then I'll probaly rate it a 10, if it's at lvl 100)
Waillord:5 (you should take out waillord, because you already have kyorge, take out Waillord for articuno, lvl 100, moves: ice beam, mindreader, sheer cold, ??? any move you want)
Kyorge:10 (only if lvl 100, and why would you want to train it last?)
P.S. I rated each pokemon out of 10.

Pupitar evolves at level 55 into tyranitar.
Your jigglybuff could evolve at anytime the more it loves you the more of a chance you will have of it evolving in order for that always battle, always take it to the pokemon center to keep it's health.
If you always make it faint then it won't like you always keep alot of health items on you to for handy reasons.
Well, once you use all the rare candies you get in the game there won't be anymore unless you use a gameshark or actionreplay, or if you don't won't to use or don't have a cheating device you can use pokemons special ability traits like pike-up found on zigzagoon, linoones and meowths while you are walking around you could pike up rare items like rare candies or golden nuggets.
Swablu will evolves in altaria at level 35
