Well, you get one of the three Starter Pokemon from Professor Oak to begin your Journey.

The other two Starter Pokemon can be obtained by Trade.

Have four Pokemon in your party: Three useless ones in the first three slots, and one that can use fly in the fourth slot. Fly to Vermilion city. Then immediately fly to Viridian City. Talk to the person near the Pokemon Center. Fly to Fuschia City. Open the Party Menu four times. On the fourth time, the three Pokemon in the first three slots will be lvl. 5 starter Pokemon.
