On route 2 you will find one of Professor Oak's assistant. If you have caught more than 10 pokemon when you talk to him he will give you the HM FLASH.

Professor Oak has stationed assistants all around kanto to encourage you on your journey.
If you speak to the one inside the blue roofed house he will give you flash(HM05) - But only if you have 10 Pokemon in your pokedex.
P.S...This guy is located on route 2.
