There is a man on a piece of land next to the water laberiynth talk to him and he will give you an egg, hacth it and it will be a togepi.

The Water Labyrinth is off the western coast of Island 5. On the large island in the Labyrinth you will see an old man.
Show him a Pok�mon that is attached to you and have a space in your party open, and he will give you the Togepi egg.

Indeed you do - there's a little island on the left when you come into five island's water labyrinth, and on it is a trainer and a old man.
He will give you the egg of togepi when he deems that your pokemon love you enough.
He'll give it to you after being in the lost cave I think!

There is an old man on an island in the ocean.
If you talk to him he'll give you an egg with Togepi in it.
I forget which island though, sorry!

Just to let you know, all the ruby and sapphire pokemon codes are not correct.
They are all the same and will only make you run into a sunflora.
Also the encounter code on the pokemon leaf section doesn't work.
Just copy down the code from the other page to get those...(I made the mistake of deleting all those codes) might as well with the r/s codes because they are all wrong.
I'm still trying to find them.

Go to the left rom five island and dodge the rocks you will find an old man who will give it to you.hatch the egg by cycling down the road left side of fuchsia city
