Your game is probally faulty. I have never had a problem with any Pokemon game I have freezing and I have almost the entire collection that exists on gameboy/ds/dsi.
I know what I am about to suggest is not reccomended however it may help and if it keeps freezing there then this will not make it much worse. Blow into the game then reload and try.

I had exactly the same problem with 2different versions of Leaf Green in exactly the same place - on the S.S. Anne
