How do I get Espeon and Umbreon?

Question for Pokemon LeafGreen
How do I get Espeon and Umbreon? I tried what it said in the guidbook (trading it to S/R once it likes me) but it didn't work. Do I have to make it like me on S/R? If so where is the guy on S/R that tells you how much your pokemon likes you?

To make it like you after every battle heal it at a Pokemon centre and just get its level up 1 or 2.
