Use a fire type on Steelex, and you have to have it at a high level. Like a charizard, Houndoom or Arcanine will do the job great.
And for the second round of the pokemon league, it's Bruno, the fighting type, so use psychic types and flying types against it, so Charizard again will be great, or maybe Espeon or Alakazam.
