Yes. As long as your Pokemon is faster than raikou and you can also use a Pokemon that has the ability arena trap. Happy catching.

Yes, but you have to use the attack almost continuously in order for the attack to keep him in the battle.

It would be possible but you would need a really fast Pokemon for that or use a Wobbuffet to make it a little easier.

Yeah, you can use Mean look on any Pokemon as long as your Pokemon has better Speed stats than the opponent.
