In ruby you can get Groudon, Raquaza, all three regis, and latios. Those are all of them without trading, Gamesharks or Nintendo Events.

Ok in ruby you can get groudon , regirock , registeel , regice , Latios and a rumor of geting latias at marage island. Febass well it's not rare but it's very hard to find. Deoxys and jarchai if you go to a Pokemon event. P.S don't label the game leaf green if it's a question about Pokemon ruby.

Grouon, Rayquaza, Regice, Registeel, Regirock and Latios OR Latias (you can't get both).
Jirachi and Deoxys can be obtained from a Nintendo Event, but not otherwise.
