What lvl does togepi evolve to a togetic and where is a good place where I can find suicune?

1. Level 55 or level 65. I can never remember which.
2. Anywhere in Kanto. My recommendation is that you place a pok�mon that's level 49 or lower in the first position of your party, use Max Repels and run around in grass until it appears. Using Max Repels, it should take about ten minutes at the most. Use the Master Ball so that it doesn't run away. Mewtwo can easily be caught with Ultra Ball, and never runs away.

Togipi evolves with friendship.
Suicune can only be found if you start out with Charmander and it can be anywhere in the reigon.

Togepi does not have a specific level to evolve. It has to be happy, then you level it up once. To make your togepi happy, go to the top of the Pokemon tower in lavender city, then stand exactly where mr. Fugi stood. Use the itemfinder, and you will get the soothe bell. Give the soothe bell to your togepi, and run around with it alot. Then battle wild Pokemon until it levels up. It might not work the first time you level togepi up, because it isnt happy enough. The soothe bell makes your Pokemon happy. That is what I did for my togepi, and it worked. Hope this helps!! :D

So after togepi evolve,will it turn into dragon type?
