In Icefall cave which is held at the Nouth/East side of Islan 4 A surf Pokemon is needed.

You go to the ice cave then go to the room with alot of ice blocks on the ground you go on the group of 4 ice blocks then turn left go to the very top one and step on it twice to break through then go up the later then go to the ice sqaure that is at the bottom left and break through it.
Then you'll be on an ice floor move up then right then down and go up the latter again and you'll see an item that wil contain water fall then you need to go up the waterfall and defeat the team rocket member then go to six island and go to the dot cave thing at use cut on the door drop down the hole then go in the north hole then the west hole then the east hole then the south hole.
Then a scientist will still the saphire plate and give you the second password for the rocket hide out go to five island fo to the warehouse and enter in the two password and go on those boosters that make you spin around then get the saphire and give it to Celio.
PS. I know this is way more than you asked for but it will all help trust me

You get it in that one ice cave, I think Island 4? or something. The one with the waterfall in it. You have to mess with the ice panels that break and you fall through. Just look around in there and go through the maze. You'll find it.
