1. You are in Kanto, and no you can't get to Johto or Hoenn.
2. And, use dig, have lots of potions, and if you still can't beat him get a Geodude and train it up.

1. You are in Kanto!
2. Use Rock and Ground type moves on the electric pokemon. Make sure to level up Diglett a little bit first though.
