Get the Sliph Scope after beating Giovanni at the rocket hideout at the game corner. then,go back to lavender town and go to the Pokemon tower.
Keep going upstairs untill you reach a staircase in which a Marowak (ghost) will attack you. You can't catch it though so defeat it and go up the staircase. There you will have to fight a few rocket grunts, talk to Mr fuji and he will bring you back to his house. Talk to him again and you will get poke flute.

Hey here's my tip, first beat Giovoni or whatever his name is at Slith co. then beat the rockets at the Poke tower then mr.fuji will give you the Poke flute.
PS. The Snorlax is N30
