First go to the mansion in Celadon and talk to the lady on the first floor. She will give you tea. Go to one of the guards and give the tea to him. After this you will always have access to Saffron.=-)

You need to get this tea from an old lady in Celadon City and then go to the guard and he will ask if he can have some and let you go through. You need to defeat a certain amount of gym leaders though and do certain stuff for this event to be activated so have patience.

Go to pokemon mansion in Celadon city (The place you get Eevee). Go through the front door and on the 1st floor, talk to a old woman and she will give you the item tea. Now go back to the guard and you can go to saffron city now!
