2. And what level do the three starters evolve at?

Squirtle-lv. 16 and lv. 36
Bulbasaur-lv. 16 and lv. 32
Charmander-lv. 16 and lv. 36

I can't answer for this because different people have their methods of training. For example, one may like to train by battling the Elite Four while others may like to train by battling trainers so here's some tips.
1) You could train by battling the Elite Four. The experience gained can make your pokemon gain at least 2-3 levels. But need to waste alot of money buying full restores and revives so that you won't get whited out.
2) You could go to the following places:
Five island- Resort Gorgeous (if you want having financial problems,the trainers there give lot of money but you will need an amulet coin.
Cycling road- Go from celadon city (you should see a group of bikers there,they should provide easy experience for lvl 35-50) and six and seven island, the trainers there are tough though.
3) Use VS seeker (in game item) to fight trainers you have already defeated (you need to be in a area where there is a trainer).

1.if they are around 15 to 20, then train in Diglett's cave. If you have 25 to 30 then battle the group of trainers on Route 3(on the right of Pewter city) If your Pokemon levels are high, then go to vermillion city and go to the Sevii Islands(5,6,7)
2. The starters mainly evolve at level around 17(to second stage)
