How do I get those tickets so that I can catch Lugia and Ho-oh! ? I mean, will they be given as a Random event? And when? Do you know?

I'm pretty sure it has something to do with an E-Reader as it did with the Eon ticket for Ruby and Sapphire.

In order to recieve Ho-oh you have to trade him from Pokemon Colleseum, to get Lugia you have to get it from Action replay or Gameshark.
