You won't be able to get Mew without cheating, I'm afraid. Sorry. It sucks, but that's the bad point of pokemon.
You can only get Mew on faraway island in emerald. And you needed to have attended a special event for that... They are all over now... So buy yourself an action replay and cheat to get one or find someone who has one and trade with them.... (I hate Pokemon for that single fact... They say 'gotta catch em all' but we cant. Poo.) :(
