You have to defeat up to the 5th gym and have some at least lv.40-50 pokemon.Then the silph co. Will be opened and there will be no more team rocket grunt guarding it.then go inside and battle everyone and use the teleporters.Eventually you'll find a card key and go to the third floor.open a metal door and use the teleporter right in front of the door.you'll teleport in front of your rival then battle him.Finally you'll see the team rocket boss Giovannie and the silph co. President. Battle giovanne and if you beat him the silph co. President will give you a master ball.Afterwards, fight sabrina's gym in that same city.
