Question for Pokemon FireRed

Someone please answer my question, this is an emergency. I need to know if I have to give Celio the ruby and the sapphire before I can catch Suicune, and yes I already have the national dex.

Also, can someone please answer my other questions. Thanks.

You can get Suicune once you beat the Pokemon Legue.
