You need a Gameshark or Action Replay so you can cheat for them. Other than that, they're impossible to find.

You have to beat the Elite Four at least one time. Then you go to Cerulean Cave and capcher Mewtwo. Then youhave to beat the Elite Four, till you beated them 12 times. Than you catch Mew in the same place you caught Mewtwo. Then you either catch Celibe in the same place you caught Mew, or he'll appear ramdomly in Victory Road.I think this is true but I'm not 100% sure about this information.
