You need to go to the Dotted Hole, use Cut on the door, go up, right, left, then down. You'll see a scientist take it from you, then he'll tell you the second password to the Rockets hideout. The first password is found by listening in on the Rockets. After you find the scientist heal your Pokemon and battle him for the Sapphire.

You must go to the Dotted Hole where you need to use Cut the you fall through the four holes and once you press on the Sapphire and the scientest comes and takes it and gives you the second password then you go to the Rocket Warehouse where you will find him again then you will battle him and you will recive the sappire.
