Question for Pokemon FireRed

I've already beaten the elite 4 and gotten the national dex but that guy still won't move from in front of the cerealean cave, and there are no team rocket members at Mt. Ember whatsoever! Please help!

He should have moved right after you beat the elite 4. You didn't even need the national dex. Hes #150 it's the last one in the Kanto dex.

You have to get to the Sevii Islands or at lest thats what I did.

Go to Island Four and help Lorelie in Icefall Cave.
