Is there any way possible to find celebi and or Mew without a device like action replay etc.

Mew? Yes. If you go to a Nintendo Event an' get the ticket to his island or Mystery Gift the ticket from someone.
Celebi? Yes. The Pokemon Colluseum bonus disk apparently has him on it.
Other than that, no. Cheats.

Trading...but cheating is your first and last resort to get Celebi and Mew

Yes, Nintendo Events, but your best option would be to get a cheat device.

Yes. Go to a Nintendo Event and they scan your game, blah blah blah and give you the ticket. Otherwise you use a device.

There is no other way to get Celebi or Mew in Pokemon FireRed if there is I don't know but try the GameShark or Action Replay
