To get into Cerulean Cave, defeat the elite 4 and the guy will move.

You have to go tall the 7 islands first and solve the probblems.

You have to beat the Elite Four at least once,and give Celio the Ruby and Sapphire.

To unblock the cave in cerulain you just need to beat the elete four there all the way at the end of the game so you wont be able to get into the cave for alittle wile >_<
