Well, Bite is a good move in the early stage. Water gun maybe.Bubble beam(Obtained from Misty) and a free one for your own choice.( If you can't choose, go for a defensive move)

I believe the best for a baby Squirtle would be:
Water Gun
Tackle
Those two would be great for a Starter, depending on your level of the Squirtle of how many moves he/she can learn at to moment.

My blastoise has hydro cannon, Surf, Waterfall, and bite I would recomend hydro cannon, surf, dig, and bite.
