Golbat has the ability to stop Pok�mon from running, among others.

Wobbuffets ability is shadow tag.. So Suicune can't run away if you put Wobbuffet out to battle him. Also if you raise Golbat up to level 42 he will learn "Mean Look".
Mean Look will make him stay.. There is something I need to say about Mean Look though.. It is a wonderful move... But there is a chance that Suicune might run away before you get to use Mean Look... Because... Most likely the Suicune has a higher speed than Golbat.. So he will get to run away before Mean Look is used. There is a way to get around this.. Paralyze Suicune.. And once you find him again use Mean Look. I think your best bet is Wobbuffet Shadow tag though.
Shadow Tag is a sure thing unlike Mean Look.. Shadow Tag prevents the foe's escape. Either way.. You can catch Suicune.

If you get golbat to learn meanlook on level 42 and give him a quick claw you would be able to attack first.
