Why is it that I can't get into saffron city?

Question for Pokemon FireRed
Why is it that I can't get into saffron city? I've already got some water from celadon city but they still say I can't go through. I went down to cinnabar island and I defeated blaine but then bill took me to island 1. I went back to my save point and tried to go through but it wouldn't let me. Please help

You have to get the Tea from the old lady on the first floor of the Pok�mon Mansion in Celadon City and give it to one of the guards.

Go into celadon mansion talk to the old lady inside surrounded by Pokemon she will give you some Tea offer it to the guards and they will let you through

1. You need to get the Tea from the 1st floor of Celadon mansion and give it to the guard,
2. You have to go to 2 island and help some guy at the Game Corner by saving his daughter at 3 island.

The reason that you can't get through is that unlike Red, Blue and Yellow, in this game you need to go to Celedon Mansion and go see thee old lady on the first floor. Talk to her and she will give you some Tea, you then take that to any of the surrounding guards and they will let you through to Safferon.

To get into Saffron City you need a cup of Tea you can get it in Celadon City. Go in to the building between the Pokemon center and the department store talk to the old woman on the ground floor she will give you the tea.
To get of island 1,2 & 3 you need to help a man (he is in the Game Corner) on island 2 to save his daughter talk to him. Go to island 3 in the barry forest (head north) to save his daughter you need to beat a Hypno (LV30). After going back to island 2 talk to the man he may give you a gift I can't remember. Now go back to island 1 and talk to Bill. good luck

You need to get a cup of Tea of a women in a room. Shes located in the building beside the big store.
